How to read this ranking
This ranking compares each city's total permit value for December 2025 against its own reading for December 2024, using direct city-level figures from Statistics Canada Table 34-10-0292-01. The building permit value ranking orders cities by absolute dollar value; this list orders by rate of change.
Why a minimum prior-year base matters
To keep percentages meaningful, only cities whose reading one year earlier was at least $5.0M in total permit value are included. Cities below that threshold are excluded from this ranking but may still appear on the permits topic site.
A high rank here signals fast growth relative to recent history, not the largest construction market in dollar terms. Read alongside the value ranking and each city's residential vs non-residential split.
